Description: This joint publication by the Asian Development Bank, the Inter-American Development Bank and the World Bank is targeted at executives and explains why electronic government procurement should be in the vanguard of national strategies for e-government and e-commerce. E-government procurement has a catalytic effect giving it strategic significance. However, its implementation is often misunderstood and the seeds of failure often sown with presumptions about the relative roles of technology, management and culture. This paper highlights some of the key issues based on experience both in the public and private sectors.
REPORT: Federal Agencies Have Made Progress Implementing the e-Government Act of 2002 (Dec. 2004)

Description: An extensive report praised the Office of Management and Budget (OMB) for the positive steps it has taken toward the implementation of e-government. The report noted that progress had been achieved on initiatives such as the FirstGov portal, electronic signatures, and the posting of federal court information on the web. However, it criticized the OMB’s failure to develop a database and website containing information about federally funded research and development. The report also recommended that the OMB carry out a study on the use of e-government for crisis preparation, as well as set up an innovation program to encourage IT suppliers to devise technologies and services to enhance e-government programs.
